Fort Canary

Oromis, an old and well worn elf, has spent many weeks away from near towns like Selmion. He has been secretly working on a long time project called Fort Canary. Oromis hopes Fort Canary will be of use to those who oppose the Malivier and other evils in Tamora. Ideally, Fort Canary is to be a strong-point and a fallback point in preparation for the worst. Oromis plans to keep Fort Canary a secret from the outside world until it is absolutely necessary for it to be revealed. Keys have been passed out to Oromis' trusted friends for times of need. With an occasional adventure here and there, Oromis spends most of his days keeping Fort Canary in fit condition in case the need arises for the enemies of the Malivier to fall back.

This isn't a settlement first of all. But if i do expand, which i don't think i will, then sure thing!
